Description of Service:
The Department is beginning a modernization project to replace the State’s Child Welfare
system. The Product Owner is a lead position of the project team that represents the work
responsibilities of the Office of Child and Family Well-Being.
The term for this staff augmentation position is intended to be until September 30, 2023. The term for this engagement may be
extended for a period not to exceed twelve months from the expiration of the State Term
Contract contingent upon funding and satisfactory performance. The Department may
select one or more candidates in this position. Candidates available immediately are
preferred. The Department will consider either part-time or full-time but prefers full-time.
The number of weeks is dependent upon available budget.
Elements of Services (Tasks):
The Product Owners responsibilities under this purchase order include but are not limited to:
a. Responsible for innovation and end-to-end launch of CCWIS intake and investigation
modules.
b. Collaborates with the CCWIS project team, both functional and technical, to manage the
product functional development of the solution.
c. Works collaboratively with the CCWIS system integrator vendor.
d. Works with cross-functional teams and various stakeholders, including
reporting/analytics, design/user experience, IT, and user enablement.
e. Works in an Agile environment and continuously reviews the business needs, refines
priorities, outlines milestones and deliverables, and identifies opportunities and risks.
f. Partners with stakeholders and customers across the organization to inform the product
vision, strategy, features, and prioritization.
g. Develops, owns, and executes product roadmap.
h. Translates product roadmap features into well-defined product requirements including
features, user stories, and acceptance test criteria.
i. Works with testing teams to verify adherence to user stories, acceptance criteria, and
meeting functional objectives.
j. Prioritizes and maintains the sprint backlog for assigned products, balancing the
requirements of stakeholders.
k. Leads the product functional design process based on an intimate knowledge of the
users and technology teams, and providing value to stakeholder beneficiaries of the
solution.
The vendor is expected to meet the following performance measures:
a. The incumbent is expected to demonstrate high degree of functional knowledge of
information technology solutions that supports federal and state child welfare teams
through quality of interactions with project participants and stakeholders, through the
content included in written deliverables, and through informed recommendations towards
strategic and tactical decision making.
b. The incumbent is expected to demonstrate a high degree of technical knowledge of
information technology solutions that supports federal and state child welfare teams
through quality of interactions with project participants and stakeholders, through the
content included in written deliverables, and through informed recommendations towards
strategic and tactical decision making.
c. The incumbent is expected to demonstrate a high degree of active leadership throughout
the project lifecycle that includes managing a key repository of technical assets, creating
solution strategies for multiple stakeholder audiences, managing user stories from a
variety of solution recipients, effective interaction with multiple stakeholder.

Education and Certifications:
The vendor’s education requirements: Bachelor’s or Master’s Degree in Business
Administration, Computer Science, Information Systems, or other related field. Or equivalent
work experience. (Required)
