Location: Baltimore, MD
Design, develop, maintain, and support enterprise applications under the HBX technology platform utilizing open-source driven enterprise architecture, Java/J2EE, Angular, PHP, HTML, Struts, Spring, Hibernate, RESTful API, and JBoss EAP. Interface with business and IT teams to understand and translate business requirements into formal technical requirements and application code. Develop and execute quality unit test and integration plans/scripts to validate that application changes meet technical specifications. Work with testing teams and business teams to complete acceptance testing and participate in integration testing and performance testing issue fixes. Participate in technical reviews at appropriate stages of software and application development. Adhere to all security, Project Management Office (PMO) change control, work management, and service delivery policies, processes, tools, and methodologies. Note: The candidate must have the flexibility to work overtime as needed, including weekends, holidays, and off-hours.
Minimum Qualifications
Applications Programmer: A minimum of seven (7) years of experience in Java EE development and maintenance with strong knowledge and experience with Development tools – Eclipse IDE, GIT, Spring/Struts/JPA/Hibernate, Angular, JavaScript / TypeScript, HTML/HTML5/CSS3, Web Services, and REST API. A minimum of three (3) years of experience in developing SQL Queries for relational databases such as PostgreSQL, MySQL, Oracle. A minimum of two (2) years of experience in Integrating Java-based applications with MongoDB or similar NoSQL or other Databases. A minimum of two (2) years of experience developing Java-based REST API with tooling such as Spring-REST, Struts. Proven experience in designing and working with n-tier architecture and microservices-based applications (UI, Business Logic Layer, Data Access Layer). Proven strong analytical and debugging skills. Knowledge of REST API and web services internals including API security, Web Services security, JSON / XML Schema development.
Preferred Qualifications (The additional Experience/Knowledge/Skills listed below are preferred by the MHBE.)
Applications Programmer: A minimum of ten (10) years of experience in the Information Technology field supporting Java EE technologies. A minimum of eight (8) years of experience in Eclipse IDE, GIT, Spring/Struts/JPA/Hibernate, HTML/HTML5/CSS3, Web Services, REST API. A minimum of five (5) years of experience developing secure Java-based REST API such as Spring REST and working with development teams to integrate the API with front-end applications. A minimum of five (5) years of experience with SQL Stored Procedures and complex SQL queries using a relational database A minimum of two (2) years of experience in Implementing Enterprise Service Bus (ESB) using JBoss Fuse ESB. A minimum of two (2) years of experience with Affordable Care Act (ACA) Health Insurance Marketplace or Integrated Eligibility (IE) systems. Experience working with code security scanner software such as Veracode, AppScan, and Fortify and performing vulnerability fixes to Java applications. Knowledge of microservices architecture. Knowledge of SOA and web services internals Experience in supporting technology functions of health insurance marketplace, healthcare, or health and human services industry. Working knowledge of organizational change management principles, methodologies, and tools. Familiarity with various traditional and innovative project management approaches, tools, and phases of the project lifecycle. Knowledge and/or experience with Agile software development practices Experience with managing multiple parallel project priorities under tight deadlines.
